A Tractor-trailer improperly turned in front of an oncoming vehicle in a construction zone.
The construction zone signage was set up for a one-lane road closure with a flagger. At the time of the accident, a flagger was stopping traffic on the far side of the tractor-trailer.
As the vehicle approached the construction site, the driver expected the tractor-trailer to stay in the left lane as the signage depicted. The driver also had the morning sun shining in his face.
The Tractor-trailer driver had clear visibility of both lanes of travel, pulled out completely across both lanes, and into the path of the oncoming vehicle.
